Memorandum Circular 2020-036 issued on February 17 mandates local government units to create a tricycle route plan and a task force to address the problem. They are being given 30 days to create a route plan and those who do not comply with the memorandum will be issued a show-cause order.

Interior Undersecretary Epimaco Densing III warned that officials who violate the memorandum will have to face charges. Mayors of highly urbanized cities and provinces will be brought to the Office of the President for sanctions while municipal mayors will be brought to the Office of the Ombudsman.
