Limlingan emphasized five key areas for SSS during his term: expanding loan programs, improving portfolio returns, the pension booster program, employee welfare, and service excellence.
“As I said earlier, I want to expand our loan programs. Gusto ko damihan ‘yung loans and make it easier for people to borrow from SSS. ‘Yun po ‘yung una, ‘yung loans po ng SSS gusto kong palawakin,” Limlingan shared in an online interview on October 21, 2026.
(“I want to offer more loan options and make it easier for people to borrow from SSS. So that’s the first thing: I want to expand SSS loans.”)
Acknowledging existing service gaps, Limlingan shared that he’s also planning to improve those areas using data-driven methods and technology, while exercising caution to protect their members’ data and prevent malicious attempts from accessing that information.
“Alam mo sa pila, in a typical line sa SSS, about 50% of those are updating member records. Now, that is something I can use technology to address. Very careful lang po kami kasi this is money,” he said.

Additionally, Limlingan expressed that he wants to extend SSS benefits to workers who are part of the gig economy, as this economy is typically characterized by temporary, freelance, and part-time positions often facilitated through digital platforms.
“So we are looking to tying up with mga fintech providers. We know that itong mga gig economy workers have non-traditional working hours, so we believe that the technology must be utilized to make it convenient for them. […] We know naman that their income is irregular, so I’m going to have to visit the payment schemes,” he explained.

In the interview, he also stated that he wants to expand the agency’s loan programs, noting that it offers both traditional loan programs and its micro loan program, officially known as SSS LoanLite.
Designed as a short-term member loan program, it offers quick and reliable cash loans through the online platforms of the participating bank partners.
“We utilize technology po para po ‘yung member namin hindi lang nakakautang ng mura, nakakautang ng mura, tsaka conveniently from the comfort of their home,” Limlingan remarked.
