Senate Minority Leader Vicente “Tito” Sotto III will return as Senate President, replacing Sen. Francis “Chiz” Escudero.

Sen. Migz Zubiri nominated Sotto as Escudero’s replacement, with Sen. Loren Legarda seconding the nomination. In total, 15 out of 24 senators voted to oust Escudero and back Sotto for the Senate presidency.
With this move, Escudero served as Senate President for only 15 months, after succeeding then-Senate President Migz Zubiri in May 2024. Meanwhile, Sotto previously held the position from 2018 until 2022.
According to Sotto, Panfilo Lacson will be elected Senate President Pro Tempore, Zubiri will be the new Majority Leader, and Risa Hontiveros will also be part of the new majority bloc.
Escudero faced criticism over alleged anomalous government flood control projects linked to his campaign’s top donor.
Lawrence Lubiano, president of Centerways Construction and Development Inc., admitted that he donated P30 million to Escudero’s senatorial campaign during the 2022 elections. The company was later named one of the top 15 contractors that secured numerous flood control projects under President Ferdinand Marcos Jr.
