We’re talking about the PhilHealth ID—your proof that you’re part of the National Health Insurance Program. The ID is under the Universal Healthcare Act, which aims to make sure every Filipino has access to affordable healthcare.
Why your PhilHealth membership matters
According to PhilHealth National Capital Region Public Affairs chief Mon Acoba, being proactive about your health matters just as much as having coverage.
“Ang PhilHealth kasi naaalala lang kami kung kailan nagkasakit ‘no, pero gusto natin na proactive na ‘yung ating mga members na hindi kailangan magkasakit para maka-avail,” Acoba said in an interview with ABS-CBN News.
In short, don’t wait until you’re sick to care about your PhilHealth membership. Aside from hospital bills, your membership can also cover maintenance medicine, check-ups, and essential health services through the Yaman ng Kalusugan Program (YAKAP).
How to get your PhilHealth ID
Good news: you can get your PhilHealth ID for free—no membership or ID fees required. Here’s the step-by-step process:

Register as a member

Go to memberinquiry.philhealth.gov.ph, use the eGov app, or visit the nearest PhilHealth office.

Fill out the PhilHealth Member Registration Form (PMRF) and get your PhilHealth Identification Number (PIN).

Prepare your documents

Two 1×1 ID photos

Birth certificate (Philippine Statistics Authority-certified) or two valid government IDs

Two copies of your accomplished PMRF
Foreign applicants may present a passport, and married applicants must include a marriage contract.

Submit your application

Head to the nearest PhilHealth Express Outlet or regional office.

Submit your documents and request form.

Once processed, you’ll receive your PhilHealth ID and Member Data Record (MDR).

You’ll need your ID or PIN and MDR whenever you avail of PhilHealth benefits at accredited hospitals or clinics.
Membership categories and payments
While registration and ID issuance are free, contributions depend on your membership type:

Direct contributors (employed, self-employed, overseas Filipino workers) pay 5% of their salary as a premium rate.

Indirect contributors (those under the Department of Social Welfare and Development’s indigent list or without means to pay) are fully subsidized by the government.
But don’t worry, your benefits aren’t tied to how much you contribute.
“No bearing kung how much ‘yung premium contribution na binabayaran mo, kasi ‘yung benefit packages natin pantay-pantay po yan,” Acoba said.
That’s the beauty of universal healthcare: equal benefits for everyone, regardless of income.
