DSWD Ready to Distribute P100 billion Subsidy to 18 million Poor Families

The Department of Social Welfare and Development (DSWD) announced this Thursday that Php 1 billion in cash aid is ready for distribution among 18 million poor families. The emergency subsidy is meant to help families make ends meet amid the coronavirus disease 2019 (COVID-19) enhanced community quarantine.

“The DSWD will exercise full control and supervision over the distribution of Emergency Subsidy Program funds. This will ensure that only targeted beneficiary-families will receive the government subsidies,” Nograles said.

“The role of local government units will be limited to assisting in the distribution of the subsidies, with LGU personnel managed by the DILG with the assistance of the AFP and PNP,” he added.

As mandated by the Bayanihan to Heal as One Act, low-income families are to receive cash aid of Php 5,000 to Php 8,000 each month for two months. Joint Memorandum Circular No. 1 on social amelioration defined how much each family will receive based on the regional minimum wage.

The emergency subsidy may be added on top of existing conditional cash transfers for up to a maximum of P8,000 per month.

To avail of the social amelioration program, households will have to register a social amelioration card (SAC) form that will be distributed by local government units (LGUs) on a house-to-house basis. This allows DSWD to ascertain the level of need for each household.
