Acquiring a valid government ID remains one of the most arduous steps into adulthood for many Filipinos. This challenge arises not necessarily because IDs are difficult to obtain, but because most primary government IDs require applicants to present an existing valid ID just to apply.

Addressing this cycle, the Philippine Postal Corporation (PHLPost) reiterated to the public that applying for a Postal ID requires no prior government-issued ID.
According to PHLPost, first-time applicants only need to submit three main documents: a duly accomplished Postal ID application form, a Philippine Statistics Authority (PSA)-issued birth certificate for identification, and a barangay certificate to confirm the applicant’s residential address.
For individuals unable to present a barangay certificate, the agency stated that a recent electricity, water, internet, or other utility bill reflecting their name and current residential address will suffice.
“The Postal ID has always been intended to make it easier for Filipinos to establish their identity, especially those applying for their first government-issued ID,” said Postmaster General and CEO Maximo C. Sta. Maria III. “By presenting a birth certificate and proof of address, eligible applicants can already begin the process of securing a trusted government-issued ID.”

PHLPost clarified that these have long been the standard requirements for first-time applicants, debunking the persistent myth that individuals must already possess another valid government-issued ID before obtaining a Postal ID.
The Postal ID is widely recognized as one of the country’s most accessible government-issued identification cards, offering significant benefits to first-time ID holders, students, job seekers, senior citizens, solo parents, persons with disabilities, and individuals in underserved communities. It is accepted across various public and private transactions, including opening bank accounts, applying for a passport, claiming parcels, and processing legal or financial transactions.
Applicants can apply for a Postal ID by visiting any local PHLPost branch, designated post office service center, or selected mall-based Government Service Express window.
