The No-Contact Apprehension Policy (NCAP) is now back in effect, having resumed on May 26 after the temporary restraining order (TRO) against it was partially lifted.

Under this policy, traffic violations are recorded via CCTV camera footage. Once reviewed and verified, the vehicle information is encoded into the NCAP System. A notice of violation is then printed and sent to the registered address of the vehicle.
According to the Metropolitan Manila Development Authority (MMDA), the NCAP is enforced on the following roads:
- C1 – Recto
- C2 – Mendoza, Pres. Quirino Avenue
- C3 – Araneta Avenue
- C4 – EDSA
- C5 – C.P. Garcia, Katipunan Ave., Tandang Sora
- R1 – Roxas Boulevard
- R2 – Taft Avenue
- R3 – South Superhighway
- R4 – Shaw Boulevard
- R5 – Ortigas Avenue
- R6 – Magsaysay Boulevard, Aurora Boulevard
- R7 – Quezon Avenue, Commonwealth Avenue
- R8 – A. Bonifacio
- R9 – Rizal Avenue
- R10 – Del Pan, Marcos Highway, McArthur Highway

How to Pay Fines
Violators can pay their fines online via the Landbank Link.BizPortal through this link. They may also settle their fines in person at either of the following locations:
- MMDA Redemption Office, MMDA Head Office, Julia Vargas Avenue corner Molave Street, Barangay Ugong, Pasig City
- MMDA Traffic Ticket Management Division Satellite Office, Lower Ground Floor, Robinsons Galleria, Ortigas
If the fine is not paid or settled, the license plate of the vehicle will be included in the Land Transportation Office’s alarm list.
How to File an Appeal
Motorists who wish to file an appeal for their apprehension may do so through the MMDA Traffic Adjudication Division’s online form, which is accessible via the QR link below.
Alternatively, appeals can be filed in person at the MMDA Redemption Office, MMDA Head Office in Pasig City, from Monday to Friday, 7 AM to 4 PM.
The MMDA noted that it monitored a total of 1,112 traffic violations on the first day of the resumption of the NCAP.
