If you’re planning to book a flight this month, you might notice higher fares. The Civil Aeronautics Board (CAB) announced that flights booked from April 16 to 30, 2026, may come with increased fuel surcharges, reaching up to ₱15,397.15 for international routes.
This comes after fuel surcharges were raised to level 19, a significant jump from the previous level 8.

Under level 19, passengers can expect the following additional charges:
- Domestic flights: ₱627 to ₱1,834
- International flights: ₱2,070.77 to ₱15,397.15
For comparison, level 8 rates were much lower:
- Domestic flights: ₱253 to ₱787
- International flights: ₱835.06 to ₱6,208.90
Airlines that plan to implement these surcharges must file an application with the CAB before applying them within the specified period.
The CAB also shared that it is currently adjusting fuel surcharge levels every 15 days instead of monthly. According to the agency, this is meant to help manage the impact of fluctuating fuel prices on travel costs. The policy will remain in place until conditions stabilize.
Meanwhile, Transportation Secretary Giovanni Lopez said that jet fuel prices have risen significantly amid the ongoing conflict in the Middle East. From around $80 to $90 (around ₱4,800 to ₱5,400) per barrel before the conflict, prices have reportedly gone up to $200 (around ₱12,000) per barrel.
