In an official post by the Supreme Court of the Philippines, the eNotarization service is now available to the public, and digital documents can now be notarized online through the Higher Court’s accredited Electronic Notarization Facilities (ENFs).
How to access the eNotarization webpage?
eNotarization can be accessed on the website at https://sc.judiciary.gov.ph/enotarization/registration-portal/.

What are the steps for eNotarization?
First, access the eNotarization registration portal through the Supreme Court’s eNotarization webpage. Once you’re there, choose any accredited ENF listed, as you will need to register an account there. These are Twala, QLegal, and NotarizeIT.
After registering through any of the ENF platforms, choose an electronic notary public (ENP) commissioned by the Supreme Court to notarize documents, either remotely or via video conferencing. You can also find the list of commissioned ENPs on the same eNotarization webpage.
Although notarial services can now be done online, they still follow the same requirements as in-person notarization, and as the High Court noted, they do not replace the traditional notarization process.
The requester, any required witnesses for the notarial process, and their chosen ENP must be using the same ENF platform. Notarial procedures and access to the digitally notarized documents will vary depending on the chosen ENF, but the document can be downloaded through the accredited platforms.

For more information regarding eNotarization, the Supreme Court has also posted instructional videos on how to use the three provided Electronic Notarization Facilities for those who wish to avail of the service.
