PSA: LTO Will Soon Be Requiring A 15-Hour Driving Seminar For Student Permits

The Land Transportation Office (LTO) recently issued Memorandum Circular 2019-2176 stating, among other things, the requirements for acquiring a student driver’s license. A new stipulation is a mandatory 15-hour theoretical driving course.

Anyone interested in applying for a student driver’s license will have to undergo the 15-hour seminar starting this April 2020. The course will focus on traffic laws and general driving know-how. It will be divided into 3 sessions, including Introduction to Driving and Traffic Rules and the Land Transportation Related Special Laws.

Individuals who have taken the course will be given certificates of driving course completion. The certificates will then be transmitted to the LTO by the driving course centers.

Director Victor Caindec of LTO Central Visayas stated that centers who will be offering these driving courses must first apply for accreditation, which will last 2 years. There is also a minimum score requirement of 85% for instructors to qualify to issue the theoretical exam.

This is all being done in accordance with President Duterte’s intention of having “intelligent drivers” in order to lessen road accidents.
