PSA: Here’s a list of the areas under modified ECQ, GCQ, and no quarantine

Last May 12, Malacañang announced a transition from the enhanced community quarantine (ECQ) to a modified ECQ in select parts of the country. However, many are still unsure about exactly which areas will operate under a modified ECQ, a GCQ, or have no quarantine restrictions altogether.

Here’s a list to clear up some confusion:

Areas under modified ECQ

  • National Capital Region (NCR)
  • Laguna
  • Cebu

The same rules of ECQ apply in the modified version: people are required to stay home, except to buy food, other necessities, and for emergencies.

The list of sectors cleared to resume operations will be announced this Wednesday. Transporation agencies will also be formulating rules on the resumption of limited public transportation and will announce them later this week.

The modified ECQ will begin on May 16. The Luzon-wide ECQ will end on May 15.

Areas under ECQ

Local government units (LGUs) were authorized to discern which barangays ought to be placed under ECQ, based on their level of risk. Critical zones and containment zones could remain under ECQ, pending approval of the regional Inter-Agency Task Force.

According to Presidential Spokesperson Harry Roque, “critical zones” are those with more than 20 cases per 100,000 residents while “containment zones” are those with 1-19 cases per 100,000 population.

Mayors and governors will be declaring which areas are considered ‘critical’ or ‘containment’ zones. There have yet to be any final announcements on this.

Areas under GCQ

  • Cordillera Administrative Region: Abra, Apayao, Benguet, Ifugao, Kalinga, Mountain Province, Baguio City
  • Region 2: Batanes, Cagayan, Isabela, Nueva Vizcaya, Quirino, Santiago City
  • Region 3: Aurora, Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac, Zambales, Angeles City, Olongapo City
  • Region 4-A: Cavite, Quezon, Rizal, Batangas, Lucena City
  • Region 7: Bohol, Cebu province, Negros Oriental, Siquijor, Mandaue City, Lapu-Lapu City
  • Region 9: Zamboanga del Norte, Zamboanga del Sur, Zamboanga Sibugay, Zamboanga City, Isabela City
  • Region 11: Davao City, Davao de Oro, Davao del Norte, Davao del Sur, Davao Occidental, Davao Oriental
  • CARAGA: Agusan del Norte, Agusan del Sur, Dinagat Islands, Surigao del Norte, Surigao del Sur, Butuan City

Roque added that the status of Angeles City, Cavite, Davao City, and Davao De Oro will be up for review by May 14.

Areas with no quarantine

  • Region 1: Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Dagupan City
  • Region 4-B: Marinduque, Occidental Mindoro, Oriental Mindoro, Romblon, Palawan, Puerto Princesa City
  • Region 5: Albay, Camarines Norte, Camarines Sur, Catanduanes, Masbate, Sorsogon, Legazpi City, Naga City
  • Region 6: Aklan, Antique, Capiz, Guimaras, Iloilo, Negros Occidental, Iloilo City, Bacolod City
  • Region 8: Biliran, Eastern Samar, Leyte, Northern Samar, Western Samar, Southern Leyte, Ormoc City, Tacloban City
  • Region 10: Bukidnon, Camiguin, Lanao del Norte, Misamis Occidental, Misamis Oriental, Cagayan de Oro City
  • Region 12: North Cotabato, South Cotabato, Sarangani, Sultan Kudarat, General Santos City
  • BARMM: Basilan, Lanao del Sur, Maguindanao, Sulu, Tawi-Tawi, Cotabato City

These areas will be allowed to resume regular everyday operations but should continue to observe minimum health standards including regular hand-washing and disinfection, physical distancing, and the isolation of probable cases at all times.
