Resolution No. 36 was adopted last Wednesday. It stipulates that higher learning educational institutions using full online education may open at any time.

Those with flexible learning, which utilizes both online instruction and face-to-face classes, may open in August. While institutions requiring mostly face-to-face learning may open in September in areas under General Community Quarantine (GCQ).

No face-to-face classes are permitted to begin until August 31.

The majority of the Philippines will be placed under GCQ starting from May 16. Only Metro Manila, Cebu, and Laguna will shift to a modified enhanced community quarantine.
