LIST: All the Roads in Metro Manila That Will Have a Street Parking Ban

Street parking will be prohibited on national primary and secondary roads across Metro Manila before the Christmas rush season, according to the Metropolitan Manila Development Authority (MMDA).

The Metro Manila Council (MMC), composed of local government chiefs, passed MMDA Regulation No. 25-001 or the “Harmonizing Public Street Parking in Metro Manila and for Other Purposes.”

Under the regulation, parking will be prohibited on national primary roads, intersections, crosswalks, pedestrian walkways, private driveways, and Mabuhay Lanes.

Roads covered by the ban

The ban covers major roads, including:

  • C1: CM Recto Avenue (from Roxas Boulevard to Legarda Street)
  • C2: President Quirino Avenue (from Roxas Boulevard to R10)
  • C3: Araneta Avenue (N. Domingo to R10)
  • C4: EDSA (from Monumento Circle to Macapagal Avenue)
  • C5: Katipunan/CP Garcia (Commonwealth Avenue to South Super Highway)
  • C6: Southeast Metro Manila Expressway
  • R1: Roxas Boulevard (P. Burgos to NAIA Road)
  • R2: Taft Avenue (from Lawton to Redemptorist)
  • R3: Osmeña Highway or South Super Highway (from Quirino Avenue to Nichols Interchange)
  • R4: JP Rizal (Manila City to Taguig City)
  • R5: Ortigas Avenue (from Santolan to Imelda Avenue)
  • R6: Marcos Highway/Magsaysay Boulevard/Aurora Boulevard (from Legarda Street-Ramon Magsaysay to C5 Katipunan)
  • R7: España Boulevard/Quezon Avenue/Commonwealth Avenue (from Carlos Palanca to Mindanao Avenue)
  • R8: A. Bonifacio Avenue (from Blumentritt to EDSA Balintawak)
  • R9: Rizal Avenue/McArthur Highway (from Carriedo to Monumento, Caloocan City)
  • R10: Delpan (2nd Street to Navotas Terminal), Bonifacio Drive (P. Burgos Street to 2nd Street)
  • Elliptical Road
  • Mindanao Avenue
  • Marcos Highway
  • Dr. A. Santos Avenue (Sucat Road)
  • Ninoy Aquino Avenue
  • Shaw Boulevard
  • Boni Avenue
  • Alabang-Zapote Road

For national secondary roads, parking will only be allowed outside the hours of 7 PM to 10 AM, with restrictions still in place from 5 PM to 8 PM. All other roads will be subject to regulation by local government units.

Localized approach

San Juan City Mayor and MMC President Francis Zamora emphasized that the measure is not a total street parking ban, as regulations will be localized depending on city conditions. Manila Mayor Isko Moreno agreed, saying that a blanket ban could negatively affect businesses in commercial districts like Binondo.

Meanwhile, violations will be fined under the Metro Manila Traffic Code of 2023. The new Swift Traffic Action Group will oversee enforcement using body-worn cameras. Exemptions will apply to emergency vehicles, stalled vehicles, and other authorized vehicles.

The MMDA stated that displaced public utility vehicles will be provided with designated terminal locations by local government units.
