Some of the most fearless people out there are those who serve to protect, and we believe that those people deserve to be recognized for their service. 10 outstanding policewomen will soon be awarded, but we believe that all of the nominees for the award should be recognized; so here they are:

Police Major Concepcion A. Salas

PMaj Concepcion A. Salas

Police Major Concepcion A. Salas is the Acting Chief of District Police Community Relations Division of the Northern Police District. She led the CAMANAVA Station PCR during the “Project Tokhang” campaign, resulting in 52,300 drug surrenders.

Aside from active field work, Police Major Salas also serves as an advocator and instructor, holding talks and programs centered geared towards improving public relations with the police force, keeping the public informed about the activities of the police, educating out of school youths, anti-drug policies, and mobilizing various barangay members to form a more tightly-knit community.

Police Lieutenant Colonel Rowena Cecilia Cruz Acosta

PLt.Col . Rowena Cecilia C Acosta

Police Lieutenant Colonel Rowena Cecilia Cruz Acosta is the current Directorate for Comptrollership Budget Division, acting as its Assistant Chief. Her work and experience in the Budget Division has led to a number of financial improvements and changes for those working in the police force. Her major changes include convincing the Congress to approve a higher pay for policemen/women, improving pension benefits, and a larger allotted budget for the PNP, leading to a wider availability of resources.

Police Lieutenant Colonel Teresita V. Escamillan

PLTCOL Teresita V. Escamillan

Police Lieutenant Colonel Teresita V. Escamillan serves as the Chief of District Community Affairs and Development Division in the Quezon City Police District. She rose quickly through the ranks for her gallantry and willingness to put her life on the line for others and even managed to serve abroad, serving a one-year tour under the United Nations Mission of Sudan. She is described to be strong and motherly, holding talks and activities mostly concerning anti-drugs, women empowerment, preservation of life (including those of criminals), and community building.

Police Chief Master Sergeant Emma Salud-Buen

PCMSgt Emma Salud Buen

Police Chief Master Sergeant Emma Salud-Buen is the acting Chief Investigator of Buhi Municipal Police Station. She has been responsible for the capture of numerous hiding drug personalities, confiscating various dangerous drug items and arms. At one point, she also participated in the arrest of a Rank Nr 1 Municipal Most Wanted Person for the crime of statutory rape. Her community projects mostly revolve around the idea of unity between the community and the police force in order to ensure the safety of the general public.

Police Master Sergeant Aida Luceñara Awitin

PMSgt Aida L Awitin

Police Master Sergeant Aida Luceñara Awitin is a member of The Philippine National Police of Davao Occidental’s Police Community Relations Section, where she focuses her efforts on reaching out to the vulnerable youths of the area, most especially those from the indigenous peoples. Before becoming a police officer, Police Master Sergeant Aida was a volunteer teacher at an elementary school and is thus more inclined than most to hold programs that center youth empowerment. She even goes as far as to train the youth to combat criminality with the police to further prevent and suppress crime.

Police Major Lovelyn G. Ganiron

PMaj Lovelyn G Ganiron

Police Major Lovelyn G. Ganiron is the Acting Chief of Santiago City Crime Laboratory Office in Isabela. She is most notably known for her improvements on the Crime Laboratory and Evidence Room in her station, contributing enhancements such as an innovated withstand UV light and an innovated photocopy stand table with a built-in fuming box. In terms of field work, she was able to lead police responses to over 194 crime scenes in her area of responsibility. In addition to that, she holds lectures and exercises on the proper treatment of a crime scene.

Police Senior Master Sergeant Bernadeth Avenido Ocampo

PSMSgt Bernadeth A Ocampo

Police Senior Master Sergeant Bernadeth Avenido Ocampo is the acting Chief Clerk of the Philippine National Police’s Maritime Group. She is also known to be a skilled investigator and an officer with strong convictions, being responsible for impartially penalizing and dismissing fellow officers for their violations. Being an active member of the Maritime Group, she also leads and reports various investigations in order to grant the claims of the beneficiaries of Maritime Group personnel. Her talks and lectures revolve around the idea of anti-violence against women and children, human rights, and anti-trafficking.

Police Lieutenant Colonel Maribel B. Getigan

Police Lieutenant Colonel Maribel B. Getigan is the Chief of Police of Danao City Police Station. A graduate in BA Education, PLTCOL Maribel worked as a teacher before joining the force. Upon joining the force, she brought her skills as a teacher with her and spent her time educating unit commanders about human rights, ensuring protocols were followed at all times.

On the field, she led her unit and arrested 137 pushers, seizing a total of Php21,151,860 worth of drugs. She seized a total of 67 loose firearms as well. PLTCOL Maribel is also responsible for the capture of the murderous Bueno Brothers. Her talks and lectures are geared towards the promotion of human rights, unity between the police and the public, and anti-drugs.

Police Captain Nova Lyn C. Aggasid

PCapt Nova Lyn C Aggasid

Police Captain Nova Lyn C. Aggasid is the Chief of the Provincial Tactical Operation Center and Provincial Drug Enforcement Unit Monitoring Center of Nueva Vizcaya Police Provincial Office. At present, PCapt Aggasid is the President of Nueva Vizcaya Women in the Police Service Organization, which aims to integrate all women of PNP in the province to reach out to the community through outreach programs.

She also initiated the organization of the Association of Police Officers via Lateral Entry-Nueva Vizcaya Chapter and conducted lectures on Anti VAWC Law, Child Abuse Law, Anti Bullying Law, and Drug Symposiums. She also conducted the orientation of Barangay Anti-Drug Abuse Council and Barangay Peace-Keeping Action Teams, and distributed IEC materials on various barangays.

During her stint as Deputy Chief Police of Solano PS, PCapt Aggasid established the Community Based Rehabilitation and Wellness Program for TokHang respondents. With this, Regional Oversight Committee declared one barangay as drug free and two barangays as drug cleared.

Police Master Sergeant Mona Liza B. Daquita

PMSgt Mona Liza B Daquita

Police Master Sergeant Mona Liza B. Daquita is designated in the Davao del Sur Police Provincial Office. She assisted various rescue operations and filed cases on special protection against child abuse, violence against women and children, and drugs. She then conducted lectures on different schools with her advocacies, such as children’s rights and responsibilities and obstruction of violence against women. She also implemented a curfew on minors within an area of responsibility.

Police Lieutenant Colonel Jhonalyn Q. Tecbobolan

PLtCol Jhonalyn Q Tecbobolan

Police Lieutenant Colonel Jhonalyn Q. Tecbobolan is the Assistant Division Chief of the Regional Personnel and Records Management Division of ORPRMD, Camp Adduru, Alimanao, Tuguegarao Cagayan. She was designated as Desk Editor/ Executive Editor in 2011 and initiated the publication of the Valley Cops Magazine. In partnership with University of Cagayan Valley and Medical Colleges of Northern Philippines and International School of Asia and the Pacific, she initiated scholarships grants and discounts for the personnel and their dependents. She also facilitated trainings provided by RPHRDD.

Police Captain Sheila P. Acosta

PCapt Sheila P Acosta

Police Captain Sheila P. Acosta is presently designated at the Administrative/PCR/WCPD Officer of Ozamiz City Police Station, Misamis Occidental Police Provincial Office. PCPT Acosta is known for her deep sense of integrity and for being highly competent police officer. This helped her lead in other successful buy-bust operations leading to the arrest of high profile drug personalities, like former Vice Mayor Nova Princess Parojinog, among others. She is an active women’s right advocate, actively promoting various programs and activities that foster stronger family relationships and healthy lifestyle and betterment of the communities.

Police Senior Master Sergeant Bernadeth A. Leander

PSMSgt Bernadeth A Leander

Police Senior Master Sergeant Bernadeth A. Leander is presently designated at the Baler Municipal Police Station, Aurora. In her 15 years in service, she has been a recipient of the Letter of Commendations for being adjudged as Rank 1 during the 1st and 2nd Quarter Rating CY 2014, awarded as “Best Police Community Relation PNCO” during 19th PCR Month Celebration, awardee on 1st “Ulirang Aleng Pulis”, adjudge as Outstanding Senior PNCO of the year in PCR CY 2016, Awarded a Plaque of Appreciation for giving worthy inputs, extending time, effort, and expertise as member of the LTIA evaluators for 2016-2017.

Police Staff Sergeant Sharah Mae A. Talib

PSSgt Sharah Mae A Talib

Police Staff Sergeant Sharah Mae A. Talib is presently assigned at the Baguio Police Station under the Davao City Police Office designated as Women and Children Protection Desks Investigator. PSSG Talib filed a total of 72 cases and handled cases that involve children in conflict with the law.

Police Corporal Ailene G. Eugenio

PCpl Ailene G Eugenio

Police Corporal Ailene G. Eugenio is designated as the Administrative PNCO of the SAF EOD/K9 Company, Force Support Batallion based in Camp Bagong Diwa, Bicutan, Taguig City. From 2017 to 2019, she received numerous and hard-earned awards, including the following; Medalya ng Kadikalaan, Medalya ng Kasanayan, Medalya ng Ugnayang Pampulisya, Medalya ng Mabuting Asal and Several Letters of Commendation.

She was also the first female canine handler and the only female non-commission office canine handler of the PNP-SAF. One of her critical assignments was when she was deployed with the SAF Explosive Ordinance Detection and K9 Team in Zamboanga Seige in 2013. She was awarded a Medalya ng Kagalingan then. She was also assigned to the Marawi Seige on 2017.

Police Major Viviene Mae DP. Malibago

PMaj Viviene Mae DP Malibago

Police Major Viviene Mae DP. Malibago is assigned at the PNP Crime Laboratory Group – Region 8, Camp Ruperto Kangleon, Palo, Leyte. PMAJ Malibago studied and graduated Juris Doctor last 2015 and passed the PRC Licensure Examination for Real Estate Brokers last 2016. She has been providing technical assistance in the war of the government against illegal drugs as a forensic chemist by examining dangerous drugs and conducting drug tests to the uniformed and non-uniformed personnel of the PNP. She was given a Medalya ng Kasanayan for her contribution in the success of COPLAN “SAMAR BRICKS”.

On June 22, 2017, she was again awarded a Medalya ng Kasanayan for being the examiner of an explosive in the Hilongos, Leyte Bombing incident on 28 December 2016, which was led to the identification of the suspects who were members of the MAUTE group. She became one of the resource speakers in the inquiry of the Senate’s Committee on Public Order and Dangerous Drugs and the Committee on Justice and Human Rights because of several sensational cases that she had examined. In the 72nd Anniversary of PNP Crime Laboratory, she was awarded as the Best Forensic Chemical Officer for 2018.

Police Captain Harriet T, Bulcio

PCapt Harriet T Bulcio

Police Captain Harriet T, Bulcio is designated as the company commander of 51st sac, Camp Bagong Diwa, Bicutan, Taguig City.  She has led a series of intensive operations against the Abu Sayyaf group, Kidnap for Ransom Group, and wanted persons. She was given a SAF Beret for being the known female trooper who leads the 51st Special Action Company 5th Special Action Battalion-Special Action Force in Tawi-tawi. She was also a team leader of various special operations for counter terrorism operations and support to law enforcement operations in Taw-tawi.

Police Senior Master Sergeant Mary Joy B. Ylanan

PSMSgt Mary Joy B Ylanan

Police Senior Master Sergeant Mary Joy B. Ylanan is assigned at the Bogo City Police Station, Cebu Police Provincial Office.. She accomplished several cases such as Kidnapping and Serious Illegal-Detendtion, Rescue of Women and Children who were victimized by Callous Foreign Nationals, Handling of Parricide Case, Rape, Arrest and Incarceration of Former Bogo City Police Station’s Chief of Police. She also led the police station through the established Pulis sa Parangay in helping and supporting the Barangay Drug Clearing Operations and made the Bogo City the First Drug-Cleared City in the Philippines under DDB Regulation No. 3 Series of 2017. She was also the team leader of the project – Love and Compassion to the less fortunate children “PULIS KO, MAMA at TITSER KO”.

Police Lieutenant Colonel Janet L. Arinabo

Police Lieutenant Colonel Janet L. Arinabo is the Chief of Police of NAIC Municipal Police Station. One of the major accomplishments of PLTCOL Arinabo is the immediate solution of a sensational double-murder case in 2017. It is also noticeable that in her leadership, there has been a significant number of reduction of crime incidents in NAIC, Cavite.

It is during her leadership that warrants of arrest were served to provincial and local government officials, barangay officials, and members of other law enforcement agencies inculcating law violators. She led the arrests of 350 drug pushers and users making all the 30 Barangays of NAIC, Cavite “Drug Cleared” and being the 1st Drug Cleared Class “A” Municipality in the province of Cavite. She was awarded with a certificate of recognition for being no. 2 in the 1st to 3rd class Municipality Category during the conduct of the peace and Order Council Performance Audit for two consecutive periods in 2018 and 2019.

Police Master Sergeant Celesty S. Español

Police Master Sergeant Celesty S. Español is designated at the Women and Children Protection Desk and Investigator at La Libertad Municipal Police Station, Negros Provincial Police Office. As a graduate of Associate in Medical dental Nursing Aide, she was able to assist in the different Medical Mission in the Municipality of La Libertad. She has also handled several cases in General Field of Investigation and she is also a case Prosecutor.

Police Lieutenant Colonel Emelie D. Santos

PLTCol Emelie D Santos

Police Lieutenant Colonel Emelie D. Santos is the Chief of Police at Bogo City Police Station, Cebu Police Provincial Office. She was a recipient of 46 service medals and badges and 12 letters of commendation in her 21 years of service for the PNP. She is a peacekeeper in the United Nations Mission in Timor Leste Twice, Designated as the Chief of the City Operations and Plans Branch of the Cebu City Police Office and the Chief, Special Operations Section of the Regional Operations and Plans Division.

She was also the First Female Deputy City Director for the Operation of Cebu City Police Office and the Trusted Venue Commander where she ensures the security of VIPs and other attendees during the APEC 2015 and ASEAN Summit 2017. She was also the first female over-all Ground Commander during the Sinulog Festival in 2018.

Police Major Genevieve B. Revocal

Police Major Genevieve B. Revocal is presently the Chief of Publication and Distribution Section, Records Management Division, Directorate for Personnel and Records Management subsequent to her almost six years with the Women and Children Protection Desk of Police Regional Office 2. She was at the same time a course coordinator of all investigation courses conducted by the Regional Investigation and Detective Management Division, wherein she managed to reach out with BFP, BJMP, AFP (Army) in region 2 to enjoin in the trainings conducted.

She has actively participated in the programs and activities of the Inter-Agency Council for Violence against Women and their Children and Regional Juvenile Welfare Council. She is a recipient of 17 Medalya ng Kasanayan, 38 Medalya ng Papuri, 3 Medalya ng Paglilingkod sa Luzon, 2 Medalya ng Mabuting Asal, PNP Badge of Honor, 2 Letter of Commendation, Tsapa sa Natatanging Yunit.

Police Captain Evelyn F. Porras

PCapt Evelyn F Porras

Police Captain Evelyn F. Porras is assigned at the Dipolog City Police Station, Zamboanga del Norte. She assisted in helping and supporting Drug Clear operations wherein Dipolog City was declared as the first city that declared four Drug Cleared Barangays and one Drug Free Barangay in 2017; and declared 11 Drug Cleared Barangays in the year 2018. She also competed during 1st and 2nd PRO9 SWAT Challege as Team Leader for the Dipolog City SWAT Team and as 1st runner up for the City Police Station Category. She also conducted counseling for family problems, and empowered women by conducting a Women’s Sponsored Shooting Competition 2017.

PSSgt Rosemarie M Baccay

Police Senior Sergeant Rosemarie M. Baccay is designated as an Intel analyst in ORID, Camp Adduru, Alimanao, Tuguegarao, Cagayan. She was one of the selected personnel of RID who was directly involved in the three-month long painstaking intelligence-driven operation against the proliferation of illegal drug trade in the region that yielded in the successful dismantling of the clandestine shabu laboratory in Cauayan City, Isabela. PSSg Baccay was directly involved in the identification of intelligence highways/ambush areas.

She uses a millennial type of intelligence monitoring called patrol over the net and routinely formulates memorandum as a reminder on the strengthening of security measures. She also gave lectures during the conduct of Community Anti-Terrorism Awareness Seminar in different schools. She undoubtedly contributed to the over-all Unit Performance Evaluation Rating of the Regional Intelligence Office, PRO2 in garnering Top 3 among all of the RIDs throughout the country for the 1st quarter of 2019.

In her nine years of service, she has been a recipient of the 42 Medalya ng Papuri, 5 Medalya ng Kasanayan, 2 Medalya ng Paglilingkod sa Luzon, 1 Medalya ng Mabuting Asal, 1 tsapa sa natatanging yunit, 1 Medalya ng Ugnayang Pampulisya, 3 Certificates of Recognition and 10 letter of Commendations. She was also recently adjudged as the “Best Junior PNCO for Administration for Calendar Year 2018”.

Police Corporal Florence May P. Gumilab

PCpl Florence May P Gumilab

Police Corporal Florence May P. Gumilab is designated as the Dare Officer and FJGAD PNCO in District Community Affairs and Development Division, Manila Police District. She is a registered nurse and was certified by Drug Abuse Resistance Education Philippines to teach youths. She was awarded as one of the “Most Outstanding Manila Police Officer” during 444th Araw ng Maynila 2017 and the Gimenez Outstanding Awardee for Leadership 2018.

Police Senior Master Sergeant Mhay M. Rubio

PSMSgt Mhay M Rubio

Police Senior Master Sergeant Mhay M. Rubio is assigned at the Bataan Police Provincial Office. She is a prominent figure in programs that center on child protection, women empowerment, and family-oriented crime prevention programs. Through her generous contacts, PSMS Rubio was able to secure the support of various stakeholders who provided the MBTOP with TOP COP uniforms, mountain bikes and all-terrain vehicles (ATV).

In 2015, she was also the focal person in the implementation of the Bataan Industrial Peace and Concerns Office and the Dalaw-Sa-Barangay Program through her good rapport and working relationship acting as program coordinator and focal person of the National Grid Corporation of the Philippines and the Bataan PPO entered a MOA and initially donated P1,000,000 for the Bahay Pagbabago and finance the operation of four Bahay Pagbabago Centers.

She also assisted in the establishment of SUMBONG BILIS MONITORING TEAM in every municipality, which validates information for police operations. She was adjudged as one of the winner in the prestigious Metrobank search for 2016 Country Outstanding Police in Service, as well.
