The Seoul District Police announced last April 29 that they will be requesting an arrest warrant for Seungri.
However, Seoul District Police Director Won Kyung Hwan explained, “Pretrial detention warrants are issued depending on overall judgments based on factors including the severity of the issues, the potential for fleeing, and destruction of evidence.” Meaning, as reported in Soompi, “if the police submit a request, the court will decide whether or not the warrant will be issued.”
