PHILGBC UNVEILS NEW BERDE GREEN BUILDING RATING SCHEMES
MANILA, Philippines – The Philippine Government, through the Department of Energy (DOE), and Philippine Green Building Council (PHILGBC) officially unveiled Nine (9) new BERDE green building rating schemes during the awarding ceremonies for the DOE-Philippine Energy Efficiency Project-Efficient Building Initiative (DOE PEEP-EBI) held during PHILGBC’s Building Green 2013 Conference at New World Hotel on June 26, 2013.
The Republic of the Philippines, through the DOE, initiated the Philippine Energy Efficiency Project (PEEP) to demonstrate the societal benefits of implementing energy efficiency programs in the residential, commercial and public sectors. The project is implemented with financial support from the Asia Development Bank (ADB).
One of the subcomponents of PEEP is the Efficient Building Initiative (EBI), which aims to accelerate the implementation of a green building rating system by streamlining existing green building initiatives in the property sector. For this subcomponent, the DOE recognizes the BERDE Green Building Rating System developed by the PHILGBC under the BERDE Program as the National Voluntary Green Building Rating System.
The Building for Ecologically Responsive Design Excellence (BERDE) Program was created by PHILGBC as an appropriate response to the Philippine building industry’s need to proactively address the negative environmental challenges in the property sector.
The BERDE Green Building Rating System is developed under the BERDE Program as a tool to measure, verify and monitor the performance of buildings above and beyond existing mandatory building and environmental regulations and standards. The development of the rating system is consensus driven and is achieve through a multi-stakeholder consultation and collaboration process. BERDE Assessment and Certification is credible, unbiased, balanced, and impartial. It is achieved through a third party certification process conforming to international standards.
“This day marks the realization of our specific project objectives and the culmination of our productive partnership with PHILGBC. While this awarding ceremony officially brings our project to an end, it also signifies the start of a new endeavor that has a potential to contribute of a long term level to the DOE’s energy efficiency advocacy. With the BERDE Green Building rating system in place, we now have the local counterpart for the Leadership in [Energy and Environment] design or LEED—the accepted benchmark in green building design in the United States of America. Really this green building rating system is a milestone in the domestic building sector because no green building standard existed here before. It is also very timely in the light of current construction boom in our country which is expected to last atleast a few more years and the global trend of energy efficient and environment-friendly building designs,” shared DOE Under Secretary Loreta G. Ayson.
The nine (9) BERDE green building rating schemes unveiled during the Building Green 2013 Green Building Conference are the following:
- BERDE for New Constructions: Commercial Buildings, version 1.1.0
- BERDE for New Constructions: Clustered Residential Development, version 1.1.0
- BERDE for New Constructions: Vertical Residential Development, version 1.1.0
- BERDE for New Constructions: Educational Institutions, version 1.1.0
- BERDE for Retrofits and Renovations: Commercial Buildings, version 1.1.0
- BERDE for Retrofits and Renovations: Clustered Residential Development, version 1.1.0
- BERDE for Retrofits and Renovations: Vertical Residential Development, version 1.1.0
- BERDE for Retrofits and Renovations: Educational Institutions, version 1.1.0
- BERDE Green Building Rating Scheme for Operations, version 1.0.0

BERDE for New Construction v1.1.0 (BERDE-NC v1.0.0) is a green building rating scheme designed to sustainability of new buildings and structures that are currently undergoing the design process, or are under construction in the Philippines. Buildings eligible for certification under this green building rating scheme are establishments that are to be constructed, have finished construction within twelve (12) months from their registration date, and buildings that are new to BERDE certification.
BERDE for Retrofits and Renovations v1.1.0 (BERDE-RR v1.1.0) is a green building rating scheme designed to measure the sustainability of buildings and structures that have undergone or are undergoing retrofitting, renovation, and refurbishment, in part and in whole. Buildings eligible for certification under this green building rating scheme are existing establishments that are new to BERDE certification or have been previously certified under BERDE for New Construction, and will include the assessment of alterations or additions that affect usable space in the building.
BERDE for Operations v1.0.0 (BERDE-OP v1.0.0) is a green building rating scheme designed to measure the sustainable operational performance of existing buildings and structures. Buildings eligible for certification under this green building rating scheme are operational establishments constructed 5 years or more prior to application for BERDE certification.
BERDE-OP v1.0.0 is applicable to operational buildings that are new to BERDE certification, buildings that have been previously certified under any BERDE green building rating scheme, or buildings that have undertaken minimal retrofit and renovation, provided that building operations and occupant activities are not disrupted over a prolonged period of time.
BERDE-OP v1.0.0 and BERDE-RR v1.1.0 supersedes BERDE for Existing Buildings v1.0.0
