Hearing-Impaired Driver Works for Family, Is This Legally Allowed?

It is really inspiring to see people work hard for their families despite their disabilities.

Making rounds online is a story about a hearing-impaired tricycle driver in Mexico, Pampanga who still works for his family.

Another netizen, Sherwin Mapa, posted the following below:

Kuya: (nods)
Mind: Siguro ok Kay kuya kahit malayo.

Si kuya (na hindi ko Nakuha ang pangalan) ay halimbawa ng isang mapagpursige at masayahing manggagawa (dahil kada makasalubong nya na kapwa driver ay binabati nya din ng pagtango).

Di ko maintindihan yung feelings ko that time. Pero isa ang sigurado — Nakaka-inspire si kuya!!!

Rough translation:

A while ago, I was going to the community where I’m assigned (Calabria).

I got on a tricycle.

Me: To Calabria in San Lorenzo.
Driver: (nods)
Me: Maybe it’s okay with him even if it’s far

When I got on the tricycle, he pointed on the note.

I read it.

I was a bit disheartened.

The driver (whose name I failed to get) is an example of a hardworking and light-hearted worker (because every time he runs into other driver, he nods at them.)

I can’t understand what I felt at that time. All I’m sure is, he is inspiring!!!

People who work hard for their families despite their disabilities are really admirable.

However, some ask if people with disability are allowed to operate a vehicle. We did a quick search on Disability Laws in the country. According to the Section on Mobility:

The State shall promote the mobility of disabled persons. Disabled persons shall be allowed to drive motor vehicles, subject to the rules and regulations issued by the Land Transportation Office pertinent to the nature of their disability and the appropriate adaptations or modifications made on vehicles.

According to this, they can apply for a driver’s license and can operate a vehicle. With safety in mind, it shows that the Philippine government does not discriminate on the disabled, including their right to drive vehicles.
