Driving Course Certificates Will Soon Be Required for Driver’s License & Student Permit Applications

The Land Transportation Office (LTO) recently announced new requirements for student-driver permits and new driver’s licenses. All offices will be requiring driving course completion certificates which may only be issued by LTO-accredited driving schools, authorized instructors and administrators, and Driver Education Centers (DECs) in LTO offices.

(LTO Implements New Online System for Easier and Safer Transactions)

A completion certificate for a Theoretical Driving Course (TDC) will be required of those applying for new student-driver permits and foreigners with expired permits. The certificate will be given upon completion of a 15-hour course.

Those applying for a new driver’s license will be required to submit a completion certificate for a Practical Driving Course (PDC) if their student-driver permits were issued from August 3 onwards. The certificate will be given upon completion of at least 8 hours of practical driving lessons.

Individuals applying for either a student’s permit or a new driver’s license must electronically transmit the completion certificates to the LTO-IT System upon issuance.
