The Land Transportation Franchising and Regulatory Board (LTFRB) has announced that public utility vehicles (PUVs) will be required to keep a record of their passengers under the general community quarantine (GCQ) when public transportation operations resume.
During the Laging Handa public briefing today, LTFRB chairman Martin Delgra III said, “Kailangang may manifesto ng pasahero kasama ‘yung mga pangalan, contact number on the part of the bus operator… Hindi lang sa bus ‘yan, kundi sa lahat ng public transport system — jeep, taxi, lahat.” [There has to be a passenger manifesto with their names and contact numbers on the part of the bus operator. This doesn’t just hold true for buses, but for all public transport systems – jeeps, taxis, all of them.]
PUV operators are also being asked to consider cashless payment systems through mobile apps similar to what transport network vehicle services already have in place. “That would take care of contact tracing kasi meron na ‘yung tinatawag natin na travel history na meron dun sa mobile app,” Delgra explains. [That would take care of contact tracing because they have a travel history in the mobile app.]
For contact tracing, the LTFRB also asks passengers to keep records of the details of the PUVs that they ride during this time.
As of the moment, public transportation is still suspended in the NCR and other high-risk areas under the current modified enhanced community quarantine (MECQ). Operations are set to resume at 50% when the MECQ ends and the GCQ begins.
