LTO Implements New Online System for Easier and Safer Transactions

If you have plans of transacting with the Land Transportation Office (LTO) soon, you can now look forward to easier, more convenient, and safer transactions as the agency gradually implements its new online system.

According to the LTO, its Land Transport Management System (LTMS) for driver’s license transaction is now servicing 24 LTO offices nationwide. With the new LTMS, you can now submit an application for new and renewal of driver’s/conductor’s license, and other miscellaneous transactions. You can also book an appointment and pay online by registering at portal.lto.gov.ph

LTO Releases New Designs of Drivers License Cards

The online transaction will eventually include applications for student permit, but it is currently suspended until August 3 due to the new training requirements for the transaction.

The system, which is undergoing  its pilot test, was gradually launched by the LTO to adapt with digitalization efforts being implemented by the Department of Transportation (DOTr) in various transactions as part of the containment measures against the spread of the coronavirus disease (COVID-19) pandemic.

LTO chief Assistant Secretary Edgar Galvante says the gradual implementation of the online portal in the agency’s offices, starting with driver’s license transactions, is being done to smooth out any potential problems in the transition to a digital environment.

“We are fast-tracking necessary preparations so that more LTO offices will be equipped with the LTMS. Rest assured that while we shift to the new normal, we will surely adapt to digitalization. That’s where we are heading,” Asec Galvante emphasizes. The LTO Chief also says that they will be pilot testing the system for motor vehicle registration by next week.

Through the LTMS, physical contact will be minimized as motorists can process their transactions online, initially for application for driver/conductor’s renewal of licenses. Moreover, clients may pay for the processing of their driver’s licenses online.

The online service for driver’s license transactions is currently available at the following LTO offices:

In Metro Manila, the system operates at the Central Office-License Section, Quezon City Licensing Center, Eastwood DLRO, Ever Gotesco DLRO, and at the Muntinlupa District Office.

In Luzon, the LTMS is implemented at the Laoag District Office, Bayombong District Office, Lipa District Office, Naga District Office, Calapan District Office, Baguio Licensing Center, San Fernando Licensing Center, Angeles District Office, and Binan District Office.

In Visayas, you may process your transactions at the Tagbilaran District Office, Dumaguete District Office, Roxas District Office, and at the Ormoc District Office.

In Mindanao, the LTMS is being implemented at the Pagadian District Office, Malaybalay District Office, Butuan District Office, Tagum District Office, Davao District Office, and at the General Santos District Office.
