According to a post on reddit by gradenko_2000, the C5 Extension Road from SLEX to Coastal Road is now open.
The redditor posted a photo as well.
However, some asked for more proof as this is not reported on news sites.

I’m from Cavite and one of my usual routes is Coastal Road. Yes, it is indeed open; I have already seen cars using this extension road, even my boss. I was also wondering why isn’t this on the news, though.
