Here’s What GCQ with Heightened Restrictions Means

Last night, Malacañang announced that NCR Plus, made up of Metro Manila, Rizal, Bulacan, Cavite, and Laguna, will be shifting to the more relaxed general community quarantine (GCQ) with heightened restrictions. This quarantine status will be from May 15 to 31, 2021.

Under GCQ with heightened restrictions, individuals 18 to 65 years old can leave their homes.

But what does “heightened restrictions” mean? What are the activities that are allowed and not allowed? We break it down below:

Things that are allowed under GCQ with heightened restrictions

  • Only essential travel is allowed into and out of NCR Plus. Public transportation will be available at certain capacities, to be determined by the Transportation Department
  • Dining is allowed at 20% seating capacity for indoor areas, and 50% for al fresco and outdoor areas
  • Outdoor tourist attractions may open at 30% capacity
  • Religious gatherings, gatherings for necrological services, wakes, inurnment, and funerals for those who died of causes other than COVID-19 in NCR Plus is allowed up to 10% of the venue capacity
  • Salons, parlors, and beauty clinics are open at 30% capacity
  • Non-contact sports, games, and scrimmages held outdoors

Things that are NOT allowed under GCQ with heightened restrictions

  • Entertainment venues such as bars, concert halls, and theaters
  • Recreational venues like internet cafes, billiards halls, and arcades
  • Amusement parks, fairs, playgrounds, and kiddie rides
  • Indoor sports courts and venues
  • Indoor tourist attractions
  • Venues for meetings, conferences, and exhibitions
  • Interzonal travel from NCR Plus areas, except those conducted by authorized persons
