Kim Henares Breaks Record as BIR Chief with Most Cases Filed

It turns out that those memes have a point. Bureau of Internal Revenue chief Kim Henares will go down in history as the chief with the most number of cases filed since the bureau’s inception more than a hundred years ago.

Henares has filed 450 cases since she started her position in 2010.

Just this week, she filed cases against seven individuals, the first of eight batches she will file before she steps down from her position this June.

Henares has become a meme in social media, where she is seen charging taxes on all sorts of things.

In real life, she has reminded Manny Pacquiao and Miss Universe 2016 Pia Wurtzbach to pay their taxes after their victories in boxing and in the Miss Universe pageant.

A total of 421 cases was filed by BIR as part of its Run-After-Tax-Evaders (RATE) program, which have an estimated total tax liability of P74 billion. In 2015 alone, Henares and her team filed almost 100 cases with a total of P3 billion in tax liabilities. In total, the commission files two to three cases every other week at the Department of Justice (DOJ).
